On September 11, 2025, the Saudi Fund for Development granted Syria 1.65 million barrels of crude oil, amid the ongoing suffering of the energy sector in a country emerging from fourteen years of war, according to Syrian and Saudi news agencies.
Syrian Energy Minister Mohammed Al-Bashir stated that the Banias refinery will process the quantity to supply fuel stations with derivatives, contributing to development and reconstruction. He thanked the Kingdom for its continued support.
Sultan Al-Murshid, CEO of the Saudi Fund, signed a memorandum of understanding with Syrian Energy Minister Mohammed Al-Bashir regarding the grant. Al-Murshid said the donation is an extension of efforts to support Syrians on all levels, under the patronage of the King and Crown Prince Mohammed bin Salman.
Post-war Syria is experiencing an unprecedented energy crisis, with power outages and rising transportation costs leading to increased prices of food and other goods. The country is also approaching winter, where diesel plays a major role in heating.
Earlier, the Syrian Ministry of Energy announced the official start of Azerbaijani gas flow to Syria as of August 2, 2025, through a pipeline in the Kilis border area between Turkish and Syrian territories.
The Azerbaijani gas positively impacted electricity supply hours in several Syrian cities, though long outages persisted.
On July 20, 2025, Syria and Azerbaijan signed an agreement to supply 3.4 million cubic meters of gas via Turkish territory to Syria, funded by Qatar, to operate power plants with a capacity ranging between 700 and 900 megawatts.
Previously, Syria received shipments of Russian oil under contracts during the former regime era. Most Syrian oil wells remain outside government control in areas held by the U.S.-backed SDF.
It is worth noting that Syria exported its first shipment of crude oil—about 600,000 barrels—on September 1, following the lifting of U.S. and European sanctions. However, the exported oil appears difficult to refine in Syrian refineries, unlike Saudi oil.
