Social media commenters were divided between praise and criticism.
One user called on the government to invest in education, healthcare, infrastructure, agriculture, and industry, arguing that such entertainment projects add little to a war-torn country.
Some were surprised by the president's appearance at the signing ceremony, questioning whether the nature of the investment conflicted with his "conservative Islamic background."
Others speculated that the project would generate liquidity indirectly.
