Germany reaffirmed its support for Syria’s unity and sovereignty, expressing readiness to contribute to reconstruction efforts, support small-scale projects, and promote local development. During a meeting between German Foreign Minister Johann Wadephul, Syrian President Ahmad Shar’ and Foreign Minister As’ad al-Shibani, both sides discussed potential cooperation in education, transitional justice, humanitarian aid, investment, and infrastructure.
The talks also addressed international issues of mutual concern, enhancing security cooperation, exchanging expertise, and improving conditions for the Syrian diaspora in Germany.

After visiting the devastated city of Harasta in rural Damascus—destroyed by Assad and Russian forces—alongside Syrian Emergency Minister Raed al-Saleh, Wadephul expressed deep emotion at the scale of destruction, comparing it to post–World War II Germany. He emphasized Germany’s duty to help rebuild Syria, voiced confidence in Syria’s new direction, and reiterated support for national unity, stronger bilateral ties, lifting economic sanctions, encouraging German investment, and backing medical and humanitarian organizations.
Wadephul noted that nearly one million Syrian refugees reside in Germany, and that Syria’s stability is a strategic goal for both Germany and Europe, with the potential for Syria to play a major regional role.
President Shar’, joined by Foreign Minister al-Shibani, received a high-level delegation from Germany led by Wadephul on October 30. This marked the first visit by the new German government since former Foreign Minister Annalena Baerbock’s visit with the French Foreign Minister on January 3, 2025, following the fall of Bashar al-Assad’s regime on December 8, 2024—a moment remembered for President Shar’s refusal to shake hands with Baerbock.
